Solution:

In SQL Server Management Console, checked the contents of the S_AELOCKMGR table.

It returns:

AE_LOCK
 -------
 N
 N

Delete the extra row using:

SET ROWCOUNT 1
 DELETE FROM [FSDMO].[dbo].[PS_AELOCKMGR]
